Zagreb, the pocket-sized Croatian capital (one of Europe’s youngest) and commerce center, is divided between an upper town and a lower town that share a confrontational history. Legend has it that Zagreb, loosely translated as “to scoop,” received its name from a woman hastily cupping drinking water from a spring (now Manduševac Fountain, a popular meeting point in the city center).
